Treasury announced that Scott Bessent was sworn in as the 79th Secretary of the Treasury on 28 January 2025. Its biography of him records a career in investing before that, including as Managing Partner of the London office of Soros Fund Management from 1991 to 2000.
This guide sets out what the public record documents about that career. It also marks where the record stops. It uses Treasury's biography and press release, filings with the US Securities and Exchange Commission (SEC) and records of the US Senate. It also uses the firm's own website and a Bank of England bulletin. It covers the career only. It does not cover Treasury policy or politics.
Who is Scott Bessent? Scott Bessent is the 79th US Secretary of the Treasury, confirmed by the Senate on 27 January 2025. Before that he worked in investing, including at Soros Fund Management and at Key Square Capital Management, a hedge fund he founded in 2015.
Treasury's biography says he was Managing Partner of the London office of Soros Fund Management from 1991 to 2000. It gives no dates for his role as the firm's Chief Investment Officer.
The biography refers to a bet against the British pound. It gives no year, size or profit for the bet.
No return figure for any fund he ran appears in the Treasury biography, his Senate hearing statement or the SEC filings read for this guide. None of those documents reports fund returns.
What does the public record say about Scott Bessent's career?
The main source is the biography on Treasury's website. It says Bessent earned a Bachelor of Arts degree at Yale University, where he later taught economic history as an adjunct professor. It dates his work as a buy-side analyst and investor in banks, insurers and specialty finance to 1985.
A buy-side analyst works for an investor that buys securities, such as a fund. The biography names no employer for those early years.

The table lists each step with its source. Treasury's biography gives no dates for the role of Chief Investment Officer of Soros Fund Management.
What did Scott Bessent do at Soros Fund Management?
Soros Fund Management was founded by George Soros, according to the firm's website. Treasury's biography gives Bessent two roles there. From 1991 to 2000 he was Managing Partner of the London office.
The biography also lists him as the firm's Chief Investment Officer, without dates. That title is generally held by the executive who oversees a firm's investment decisions.
What does Treasury's biography say about a bet against the pound?
Treasury's biography refers to a "bet against the British pound and later the Japanese yen". It gives no year for either bet. It gives no size, no profit and no description of his part in the decisions.
A bet against a currency pays if the currency falls. A fund can make one by selling the currency first and buying it back later at a lower price.
Our guide to how exchange rates work explains what sets a currency's price. Our guide to what moves USD/JPY covers the yen.
What happened to the pound on 16 September 1992?
The United Kingdom suspended sterling's membership of the Exchange Rate Mechanism (ERM) on 16 September 1992, the day known as Black Wednesday. The ERM was a European system that kept member currencies within set limits against each other.
The Bank of England's Quarterly Bulletin published in the fourth quarter of 1992 covers July to September and records the day. It describes "heavy official purchases of sterling" and two announced increases in official interest rates. The bulletin states that neither increase lifted sterling off its floor, the lowest rate the system allowed.
Treasury's biography does not date the bet against the pound. This guide does not connect it to any particular episode. The 1992 suspension is set out above because it is the event the pound is known for in that era. Our guide to Black Wednesday covers the day in full.
What does the record not show about the pound bet?
Four things are missing from the sources read for this guide:
The year. The biography dates neither the bet against the pound nor the later bet against the yen.
The size. No source read here states how large the position was.
The profit. No source read here states what the position earned.
His part. The biography does not say which decisions were his.
What is Key Square, the fund Scott Bessent founded?
Treasury's biography says Bessent founded Key Square Capital Management in 2015 and served as its Chief Executive Officer and Chief Investment Officer. It calls the firm a global macro hedge fund. A global macro fund takes positions across whole markets, such as currencies and interest rates.
SEC filings give the outline. A Form D is the notice a private fund files with the SEC when it sells interests without a public offering.
The Form D for Key Square Partners LP, filed on 29 February 2016, classes the fund as a hedge fund. It names Bessent as Chief Executive Officer and Chief Investment Officer of the fund's ultimate general partner. That is the entity at the top of the chain that runs the fund.
The form asks a fund for a range for its net asset value, the value of everything it holds less what it owes. It also lets the filer decline to disclose it. The Key Square filing declines.
A later amendment gives 1 March 2016 as the date of the first sale of interests.
What do Key Square's SEC filings show?
A second filing is Form 13F. A manager holding at least $100 million of securities on a list the SEC publishes must report those holdings each quarter. Key Square Capital Management LLC filed 13F reports from February 2017 to February 2025.
A 13F lists holdings at one date. The form has no field for returns. Neither the Form D nor the 13F reports a return.

How did Scott Bessent become Treasury Secretary?
The Senate Finance Committee held a hearing on 16 January 2025 to consider his anticipated nomination. His written statement to the committee records that he had not served in government. The Senate confirmed him on 27 January 2025.
Treasury says he was sworn in the next day, 28 January 2025, as the 79th Secretary of the Treasury.
In the sources read for this guide, the dated entries run from 1985 to the appointment in 2025. None of them gives a fund return or a position size.
